Job Summary

We are recruiting an HR Specialist to join the corporate division at SLE (Starlight Engine).

In this position, you will be involved from an early stage in establishing and operating HR systems and organizational infrastructure that support SLE’s business growth. You will play a direct role in contributing to the realization of fusion energy, which is positioned as one of Japan’s national strategic technology domains.

<Key Responsibilities>
You will be responsible for multiple areas of the following HR functions, depending on your experience and career interests:
1. Review and update employment regulations and other labor-related policies; establish operational rules, communicate updates internally, and design HR operational processes
2. Operate and improve systems related to domestic and international assignments, as well as domestic and overseas business travel
3. Review and manage personnel transfer and appointment processes, and oversee employee data management using HR systems
4. Handle day-to-day HR operations, including onboarding and offboarding procedures, attendance management, and general labor administration

Target person (necessary requirement)

<Required Skills & Experience>
A total of 6+ years of experience across the following areas:
・Experience serving as the primary HR lead within a Japan-based company (foreign-affiliated or domestic), covering areas such as HR system operations, labor management, training administration, and recruitment
・Fundamental knowledge of Japanese labor law, labor-related regulations, and HR systems
・Strong communication skills with the ability to respond promptly and effectively to inquiries from internal departments and employees
・Ability to manage multiple tasks simultaneously with flexibility
・Strong planning and execution skills, including the ability to prioritize tasks and drive initiatives forward effectively

Preferred qualifications

・Experience in recruitment and labor management for technical roles (e.g., engineering, manufacturing, R&D)
・Experience leading projects or teams and proactively driving initiatives
・Experience improving HR operations using HR systems and data
・Experience contributing to the development of HR systems or labor management frameworks
・Experience collaborating with overseas entities or multinational team members
・Strong problem-solving skills, including the ability to formulate hypotheses and propose solutions grounded in factual analysis
・Business-level English communication skills

Salary

Expected annual salary: JPY 4,800,000 – 11,000,000 (including an assumed 30 hours of overtime per month)

Compensation will be determined based on experience and qualifications.

Work Location

Hybrid work arrangement based at our Tokyo Headquarters (Ota-ku, Tokyo), with remote work available depending on business needs.

9 AM to 6 PM (including 1 hour break)

Job Summary

We are recruiting individuals who will lead safety engineering and stakeholder management initiatives at SLE (Starlight Engine).

In this position, you will lead the establishment of the safety engineering function, overseeing safety assessment, safety design, regulatory engagement for permitting, external hazard evaluation, and risk communication with local governments and relevant ministries. You will play a foundational role in building the institutional and technical framework that supports a nationally significant fusion energy project from its early stages.

As a safety domain expert, you will directly contribute to the development of regulatory and policy frameworks for fusion energy, supporting the formation of a new industrial sector. This role carries critical responsibility in ensuring the safe deployment of fusion energy—positioned as both a long-standing aspiration of humanity and a strategic national technology for Japan.

Job description

<Key Responsibilities>
・Establish and lead the safety organization: Lead the formation of the safety engineering function for the FAST project and develop the necessary systems, governance structures, and procedures to ensure overall safety assurance.
・Safety assessment, design, and external hazard analysis: Conduct shielding analysis, tritium safety evaluations, and external hazard assessments (e.g., seismic events, flooding), and translate findings into actionable design requirements.
・Regulatory engagement and permitting: Lead coordination with local governments and regulatory authorities, manage safety review processes, and prepare documentation required for regulatory approvals and permitting.
・Stakeholder management: Lead risk communication with local communities, government bodies, and regulatory institutions, contributing to public acceptance and societal trust in fusion energy.
・Management of external experts and vendors: Select and manage external partners responsible for technical analyses and evaluations, ensuring quality, rigor, and integrity of deliverables.

Target person (necessary requirement)

<Required Experience (3-5+ Years in at Least One of the Following Areas>
・Practical experience in safety assessment and safety design for nuclear-related facilities (e.g., manufacturers, utilities, or plant engineering companies)
・Experience in radiation or radioactive material analysis, or in procurement and supervision of related technical services
・Experience in civil/structural safety assessment and external hazard evaluation for nuclear facilities
・Experience engaging with local governments and national authorities regarding site development or regulatory matters
・Experience as a fusion researcher
・Professional experience in safety-related work within policy or consulting fields

<Required Skills>
・Strong expertise in safety engineering and nuclear engineering
・Technical documentation skills (Japanese required; English proficiency preferred)
・Ability to conduct rational risk assessment and risk communication
・Strong stakeholder coordination and project execution skills

Preferred qualifications

・Experience in nuclear calculations (e.g., MCNP), radiation shielding design, and environmental impact assessment of radioactive materials
・Experience in regulatory approval processes, including safety review responses and preparation of submission documents
・Experience in large-scale facility construction projects
・Experience coordinating with regulatory authorities and government agencies

Salary

Expected annual salary: JPY 5,400,000 – 11,000,000 (including an assumed 30 hours of overtime per month)

Compensation will be determined based on experience and qualifications.
